University Autonomy Is Difficult - JAMB Registrar

Mar, 27Views: 6306

The Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede, stressed the importance of bestowing complete independence upon universities, placing emphasis on accountability and responsibility to ensure long-term progress.
Oloyede, during his lecture titled "Enhancing Governance of Nigerian Universities Through Institutional Autonomy and Accountability", shed light on the intricacies involved in discussions pertaining to university autonomy and accountability. He emphasized safeguarding academic freedom along with institutional independence for improving research productivity as well as innovation.
Efficient utilization of allocated funds for the country's educational and economic advancement was stressed by Oloyede, urging universities to show accountability. In highlighting quality teaching, research, and community service as core responsibilities of higher institutions, he also pressed for their obligation in being accountable to the government.
Oloyede championed for a shared delineation of duties between universities and the government, giving special prominence to peer-review and self-regulation measures as key components in ensuring quality control and responsibility. Drawing examples from other African nations such as Ghana and Kenya, Oloyede highlighted how universities could enhance their service delivery capabilities by incorporating these practices within their systems.
The critical role of education in nation-building was emphasized by Prof. Benjamin Chukwuma Ozumba during his valedictory lecture entitled "My Experience in the University of Nigeria: The Role of Tertiary Institution." He urged for a prioritization on funding education and highlighted how it contributes to human capital development.
In line with United Nations recommendations, Ozumba requested that the government allocate 26% of its budget towards educational development. Additionally, he proposed implementing innovative leadership techniques to improve skill development and education quality.
Expressing gratitude to all who played a role in his successful tenure, Ozumba acknowledged Oloyede's lecture presented in his honor. He took time to reflect on personal achievements and shared an optimistic outlook towards retirement.
Delivering his commendation, Prof. Charles Igwe - Vice-chancellor of UNN, praised Oloyede for the lecture and asserted that university autonomy is a crucial area of education policy with contentious implications.
Tony Nwoye, Senator of Anambra North Senatorial District, lauded Ozumba's leadership and advocated for amplified government involvement to enhance infrastructure in UNN.
The celebration ended with the ceremonial cutting of Ozumba's retirement and 70th birthday cake, honoring his valuable contributions to both the university and education industry.
