Exam Bodies Need Independence, Not Interference — CSOs

A coalition of civil society organisations (CSOs) has raised concerns over what it described as growing legislative interference by members of the National Assembly in the operations of Nigeria’s examination bodies.

The coalition called for constructive, transparent and mutually respectful engagement between House of Representatives committees and examination agencies, while emphasising the need to protect institutional independence within the education sector.

Speaking on behalf of the coalition, the Convener of the Social Transparency and Youth Leadership Advancement Initiative, Okpanachi Jacob, said the intervention was aimed at offering broad observations and recommendations to strengthen governance, accountability and public confidence in educational institutions.

According to Jacob, interactions between lawmakers and examination bodies — including the Joint Admissions and Matriculation Board (JAMB), the West African Examinations Council (WAEC), the National Examinations Council (NECO) and the National Business and Technical Examinations Board (NABTEB) — should be anchored on transparency, due process and mutual respect.

He stressed that maintaining clear institutional boundaries and upholding professional standards are critical to preserving the credibility and integrity of examination processes nationwide.

Jacob clarified that the coalition’s position was not informed by any proven misconduct or confirmed incidents, but by a broader commitment to promoting best practices in legislative oversight and public administration.

The CSOs also highlighted the importance of clearly defined internal procedures within legislative committees, particularly on administrative and operational matters, as a means of improving efficiency and strengthening public trust.

In addition, the coalition advocated greater openness and clarity in governance processes, noting that transparency is vital to the health of democratic institutions and essential for building citizen confidence.

They further urged the leadership of the House of Representatives, under Speaker Tajudeen Abbas, to continue promoting ethical standards, internal cohesion and strict adherence to established rules guiding legislative operations.

The coalition maintained that safeguarding the autonomy and credibility of Nigeria’s examination bodies remains a national priority and called for sustained collaboration among all stakeholders in line with constitutional principles and democratic values.

Lawmakers overseeing examination bodies in Nigeria routinely hold quarterly oversight hearings to review budgetary allocations, procurement practices and the integrity of national examinations. At a recent session, legislators questioned officials over alleged irregularities in test score releases and called for stricter enforcement of anti-cheating measures to restore public confidence. The committees also directed that independent audits of the agencies’ financial statements be conducted.
