Federal Government Reforms for NYSC

The Federal Government has unveiled a comprehensive overhaul of the National Youth Service Corps (NYSC) scheme, aimed at revitalizing the program to better serve the needs of young Nigerians.

Key Reforms and Approvals

The reforms, which have received the nod from the Federal Executive Council (FEC), encompass a range of significant changes, including amendments to the NYSC Act and a restructuring of the scheme's operational framework.

Consultation and Planning

According to Minister of Youth Development, Ayodele Olawande, the reform process was preceded by extensive consultations involving the Ministry of Youth Development, the Ministry of Education, and the Office of the Special Adviser to the President on Policy and Coordination.

Proposed Changes

  • Appointment of a civilian Director-General
  • Skills-based deployment of corps members
  • Risk-sensitive postings
  • A redesigned six-week orientation programme focused on leadership, entrepreneurship, digital skills, and career development

Additional Reforms

The government also plans to introduce a technology-driven call-up process, improve camp facilities through a national grading and certification system, redesign the NYSC uniform, and replace the traditional Passing Out Parade with a new graduation ceremony.

Modern Governance Structure

The reforms will usher in a modern governance structure where civilian leadership oversees the scheme while the military continues to provide security support.

Implementation Process

The Federal Government has directed the Attorney-General of the Federation and the Ministry of Youth Development to commence the process of amending the NYSC Act and related regulations to enable the implementation of the reforms.

Addressing Longstanding Concerns

The proposed changes also address some longstanding concerns about the scheme, including the deployment of corps members to insecure areas. However, there is no indication that the government plans to remove the mandatory participation requirement for graduates below the age of 30.
